Nair doesnt work?? Am I using it wrong??

Okay so I hate shaving down there, so i tried Nair..just a bit on the front incase i had a reaction. It said to leave it on for 3 minutes...so I did. At first it stung a bit, but then I was fine. After 3 minutes i used the little shaver thing it comes with, but NO hair came out. I mean none! Just got the gel on the razor..but like no hair came out...i tried every direction imaginable...but nothing worked. Am I doing it wrong or something???
