What's The Best Way To Clean & Disinfect Bedroom Walls?

I'm moving into a place and the old tenant didn't take very good care... I'm afraid there's going to be smells, spots, and germs... I want to be careful not to ruin the paint or drywall or anything... I was thinking steam cleaner and someone else told me water and vinegar... What have you found to be best? Thanks! =]
