What DO conservatives think we should spend tax-payer money on?

Article I, Section 8 of the Constitution of the United States lists those powers which are legitimately federal. If it is not found there, it belongs to the individual states. There should be precisely ZERO federal social programs. If states wish to fund them, that's up to them, but the feds should stick to things which the Constitution says they should.
