Can a Budgie be ordained as a Catholic Priest?

My Budgie, Joey, keeps making the sign of the cross with his good wing. (We had to eat the other...don't ask!) and he shouts out "Te absolvo" at the ladies from the Women's Guild. Could he be a reincarnated Cardinal?
