Can you say that the Philippines' economic downfall isn't caused by PGMA's mismanagements?

I'm having a debate tomorrow and our statement goes: Gloria Arroyo's mismanagement led to the Philippine's economic downfall. We're from the Negative and we're really having a hard time to think of points since we're convinced that the statement is really true. Help please. :)
