Is it possible to enrich uranium only to a v small percentage such that the fuel is less dangerous?

... and difficult to extract energy from? I.e. my thinking is: design a power station where you don't have to worry too much if all the cooling systems, and their backup systems (and the backups of the backups etc.) ... which are the things which always fail in the end, fail. I.e. as a design choice, make it positively difficult to extract the energy...
